ATLANTA (AP) Gov. Nathan Deal is pledging a review of the state's system for funding schools, 13 days before Georgia voters go to the polls.

Deal told The Associated Press this week that he plans to use a commission to review the state's complex funding formula. The formula recommends what the state should spend on education based on student numbers and district expenses but it has been underfunded for years.

Some educators worry any changes will disregard the cost of providing a quality education. Deal says he's focused on better use of funding, not on cutting costs.

Democrat Jason Carter's campaign dismissed Deal's approach as damage control in the close race. Carter has attacked Deal on education spending since beginning his run for governor.
Election Day is Nov. 4.
