It was the first win in a season opener for the Bulldoggs (1-0) since 2007.
Chandon Sullivan, who finished with 139 yards and three touchdowns for Winder-Barrow, scored twice in the fourth quarter to erase a 14-13 Jackson County lead heading into the final period.
The Panthers cut the lead to 26-21 with 3:40 left and would get a chance to win the game recovering a Winder-Barrow fumble in the final minutes. but the Bulldoggs defense held and the offense would run out the clock to preserve the win.
"It just feels good to get a win," Winder-Barrow coach david Wagner said. "I was real pleased with how the kids responded and the defense did a great job in that last drive. We have some things to work on but this is a big weight off of us to get a good start."
The Bulldoggs led 13-7 at halftime but Jackson County would score midway through the third quarter to grab a 14-13 lead.
Hunter Cooper was 9-of-16 for 91 yards with one touchdown pass and two interceptions for Winder-Barrow. Markesio Anderson had a 29-yard TD catch for the Bulldogs.
