Members of Congress from both political parties say the targeting provides a good example of how the tax code has grown too complicated, giving the IRS too much discretion in how it interprets and enforces the law.
There are still formidable obstacles to completing a tax overhaul this year or next. The biggest include differences between Republicans and Democrats over how much taxes the government should raise and who should pay more or less. Expect lawmakers to also have trouble deciding which popular tax breaks - as for home mortgages, health insurance and retirement savings - to keep and which to discard.
