Forsyth woman injured in hit-and-run, driver arrested

CUMMING- A woman was seriously injured after a hit and run accident May 12 on Mountain Valley Circle, near Highway 20.

The victim had a broken arm and suffered from head trauma. She was transported to North Fulton Hospital in Roswell.

The driver, 86-year-old Winton "Red" Kuglar, was charged with hit and run resulting in serious injury, serious injury by motor vehicle and reckless driving.

A witness who pulled over to help the victim said a grey car stopped briefly and then drove off once the witness had stopped.

"The witness described it as a grey car," said Forsyth county Deputy Courtney Spriggs. "So with that description and some other evidence on scene, they used that to go to the neighborhood and talk to some of the neighbors."

"While they were doing that, a grey Acura that happpend to have damage on its hood came through the neighborhood," Spriggs said.

Authorities began searching for the car and found it belonged to Kuglar. After a brief investigation, evidence from the car and statements from Kuglar, it was determined that he was driving the car.

Kuglar turned himself in Tuesday morning and is being held at Forsyth County Detention Center. The victim remains hospitalized.
