The project, which will circumvent traffic around the city of Cleveland when it is finished late in 2014, will be the first four-lane roadway for White County.
State Senator Steve Gooch was on hand for the groundbreaking ceremony. He said now that Phase One is underway, legislators will begin looking for funding for Phase Two. The money was supposed to come from T-splost.
"Now that we know that that's not going to happen, we've got to look for an alternative funding source, so that's what our task we'll be for our new session in the General Assembly," said Gooch.
The DOT has said actual clearing for the road will start in late August or early September.
