Watkin's announcement Monday follows the agency's decision last week to halt the planned shutdown of hundreds of rural post offices, saying they can remain open with shorter hours.
In April, the Senate offered $11 billion to help plug the ailing institution's financial losses, an offer Postmaster General Patrick Donahoe said fell far short of what is needed to save the Postal Service in the long term.
