Dawson Sheriff's Capt. Tony Wooten said Murray Paul Davis, 38, of Dahlonega, who once lived in Flowery Branch, faces drug charges as well as reckless conduct charges.
Wooten said Davis apparently obtained the explosive device from a construction site where he once worked.
"The device is basically made for being able to destroy concrete, to dig under concrete," said Wooten.
Davis was parked at a Kangaroo store on Highway 9 December 21 when the incident occurred. Wooten said a woman at the convenience store noticed Davis slumped over in his vehicle and called 9-1-1. When officers arrived at the scene, they found the device inside the car.
"You know, officers who see that kind of thing, with somebody riding with it in their vehicle, a private vehicle, we know that that's not something which should be happening, especially at a gas station with him passed out," said Wooten.
When the device was discovered, authorities closed off several streets in the area so the GBI could investigate.
Wooten said that Davis has posted bond since his arrest last week.
