The seven-member board was created by the state's tough new immigration law, most portions of which took effect July 1.
It's charged with ensuring compliance with immigration-related state laws and may review and investigate complaints filed by any Georgia registered voter.
Three members of the board were appointed by the governor, two by the lieutenant governor and two by the speaker of the House.
Thousands of people have signed petitions urging Gov. Nathan Deal to reconsider his appointment of Phil Kent, a vocal critic of illegal immigration and national spokesman for Americans for Immigration Control.
Two sections of the state's immigration law have been blocked by a federal judge. State officials have appealed.
