Adams made his annual State of the University speech on Thursday and said UGA can't be a great research institution if its graduate programs are not strong.
He says that beginning this fall, the university will spend $1 million a year on fellowships for 40 additional doctoral students.
UGA's enrollment of nearly 35,000 includes about 9,000 graduate and professional students.
Adams says a new building is planned to house the university's graduate school offices.
