Gov. Sonny Perdue signed just such as bill, named in honor of Caleb Sorohan, and another than bans cell use by teenagers while they are behind the wheel.
Sallie Sorohan of Dahlonega remained optimistic through this year's legsilative session that the bill would pass.
"I just have to think that something good will come form his death," Sara Sorohan said. "He would want that."
Sorohan lobbied for passage of the bill after her grandson was killed in an accident while texting while driving.
Both laws go into effect July 1.
