ATLANTA - University of Georgia political scientist Charles Bullock says no one should be surprised that state Department of Revenue Commissioner Bart Graham has announced he'll be replaced when Nathan Deal becomes governor next month.

Graham challenged Deal over a state contract for his Gainesville auto salvage business, which became the subject of an ethics investigation before Deal resigned from Congress.

"You get off on the wrong foot with the incoming administration, it's not surprising that the new administration decides it'll be someone else who can do your job," Bullock told Georgia News Network. "Controversy surrounding Nathan Deal really starts with reporters uncovering the story about the salvage business and the meetings that were held between Nathan Deal and Bart Graham."

The Atlanta Journal-Constitution reports that Graham announced that he will be replaced in an email to Department of Revenue employees.

Guesses that Graham probably started looking for another job the night Deal was elected.

Graham's departure had been widely expected. He butted heads with the then-U.S. Rep. Deal in 2008 and 2009 over a state vehicle inspection program that the auto salvage business profited from. Deal's meetings with Graham over that program led to a congressional ethics probe.

A federal grand jury later subpoenaed Graham about the meetings with the congressman. Deal has said he is not the target of a federal probe.
