Hall County Fire Chief David Kimbrell said it happened at Shoal Creek Park after an 18-month-old wandered away from an outing with a three-year-old sibling.
"(The) mother discovered him face down, motionless," Kimbrell said. "She got him out of the water and began CPR with help from a bystander."
Kimbrell added that rescue personnel from Gwinnett and Hall counties responded and "found child conscious and crying."
The toddler was taken to Northeast Georgia Medical Center.
