The measure includes specific instructions to the U.S. Army Corps of Engineers regarding the two major river basins that serve a majority of Georgians.
"Something has been added in the original version from the other body that injects itself into something that I don't think this House wants to be involved in, and that is the Water Wars between Alabama, Florida, and Georgia," Deal said.
The Senate language directs the Corps of Engineers to calculate critical yields on the Apalachicola-Chattahoochee-Flint and the Alabama-Coosa-Tallapoosa basins in the next 120 days.
Deal said the information would be used against Georgia.
"It will either be used for purposes of the ongoing litigation, or it will be used as an argument that human consumption should not be considered in the resolution of this issue between these three states," he said, in his speech on the House floor.
