Keith Lee, chairman of the reservoir's recreating committee, says officials are trying to get contractors to start work.
Gov. Sonny Perdue cut $125,000 for the project from the state Department of Natural Resources budget. Lee says the Upper Oconee Basin Water Authority, which manages the reservoir, agreed to go forward without state assistance.
Lee says the four counties in the authority Barrow, Clarke, Jackson and Oconee agreed to split the $271,000 price tag.
