Many found themselves "on the outside looking in" after a generator went down at a ticket entry. Officials from different states were among those shut out of the inauguration.
Many found themselves blocked from the parade route. A couple of hours before it was to begin, police stopped admitting spectators. Others fell victim to the bitter cold and had to be treated by EMTs.
