Paul Broun, whose 10th district includes several northeast Georgia counties, had pledged during his run for re-election last year to try again to get Congress to pass the Sanctity of Human Life Act.
The bill defines life as beginning at fertilization.
Broun introduced a similar bill two years ago but it died in committee.
"I firmly believe that human life begins with fertilization and that we have a moral and constitutional obligation to protect and defend every precious soul that comes into existence. This bill gives Republicans and Democrats alike who cherish life an opportunity to protect and defend the innocent and most defenseless among us, said Dr. Paul Broun.
Dr. Broun s legislation would ensure that, as a matter of law, unborn children are correctly determined to be persons and are provided Constitutional protections under the 14th Amendment.
This bill declares that the life of each human being begins with fertilization, cloning, or its functional equivalent, like in vitro fertilization. The Sanctity of Human Life Act makes it clear that a human life would be created in the process of human cloning, and thus protected, should this immoral procedure be practiced in the future.
