ATHENS = Georgia's state climatologist says things are right for devastating freezes in the Southeast this winter.

David Stooksbury issued his Winter Weather Outlook Monday, and said the Southeast is in a "neutral phase" as we move into winter. That, he said, means our weather is not being affected by either a La Nina or an El Nino.

Stooksbury points out that all devastating freezes that have affected the Southeast have occurred during "neutral" winters.

In the past, in Georgia, that has meant below-zero readings in the mountains, single-digits in south Georgia and 10-degree readings along the coast.
