Former Fulton County police chief to head DeKalb department

<p>Former Fulton County police chief Louis Graham was named chief of the DeKalb County police department on Tuesday, replacing longtime chief Eddie Moody.</p><p>Graham left Fulton County's department in 1999 before an order went out for him and dozens of other members of his department to return $1,000 checks they had received from the Rev. Creflo Dollar, pastor of World Changers Ministries in College Park. Graham said he returned the money before leaving the Fulton County job.</p><p>Graham has spent the last four years as chief deputy in DeKalb County.</p><p>The 39-year law enforcement officer began his police career in 1965 as a patrol officer in Atlanta. He served 24 years in the Fulton County department, including eight years as chief.</p><p>Moody announced his retirement on Aug. 19. Graham will take over on Nov. 1. DeKalb County CEO Vernon Jones said the two will work together over the next two months.</p>
