The Central Intelligence Agency has determined with a "high degree of confidence" that the voice on the tape of the beheading of U.S. contractor Eugene Armstrong is that of Islamic militant Abu Musab al-Zarqawi.

A CIA official, speaking on condition of anonymity, said the agency's technical analysis determined that the voice was al-Zarqawi's. Officials were also able to determine that al-Zarqawi is likely the person who beheaded Armstrong, as seen on a video posted on a Web site Monday, another official said.

Armstrong and two other construction workers, American Jack Hensley and Briton Kenneth Bigley, were abducted Thursday in Iraq.

The militant group led by al-Zarqawi claimed responsibility for the Armstrong's slaying and said another hostage _ either an American or a Briton _ would be killed within 24 hours.

The United States is offering up to $25 million for information leading to the killing or capture of al-Zarqawi.
