Commander and has been employed by the department since 1996.
In commending Kelly for his accomplishment, police Gainesville Police Chief Frank Hooper said "the National Academy Program offers 10 weeks of advanced investigative, management, and fitness training for selected officers having proven records as professionals within their agencies."
