The Tigers had five individual champions to Jefferson's three but the Dragons placed a wrestler in the top four of all but three divisions to nip Dawson County 226-219.5 to win the tournament.
The Tigers failed to place in four divisions, which provided the difference.
South Forsyth was third with 161 points, North Forsyth fourth with 123 and Lumpkin County fifth with 108.
Jefferson, which won the John Smith Mountaineer last month, had a sizeable lead after the first day's action on Friday and took titles in the 103, 125, and 145-pound weight classes. They got seconds in 119 and 135 to build a big lead early.
The Tigers countered with wins at 112, 119, 152, 189 and 275 and had seconds in the 125, 140 and 145 divisions.
But Jefferson won individual head-to-head battles with Dawson at 125 and 145 plus having one more top four finish was enough to hang on.
But it was a Hall County wrestler that got the biggest honor of the tournament.
Aaron Glover of Gainesville won the 160-pound division beating Jefferson's Forrest Garner, who is the two-time defending Class A state champion. The win earned Glover the Most Outstanding Wrestler of the tournament award.
Garner came into the match with a career record of 121-1. Glover earlier had beaten Apalachee's Dustin Durham, who won last year's Class AA title at 145.
West Hall was the highest Hall County finisher placing seventh with 71 points. The Spartans' had four wrestlers place in the top four, led by Jay Price taking second at 103.
Gainesville finished eighth with 65 points, led by Glover's title. The Red Elephants had just two wrestlers place in the top four.
