GAINESVILLE - Greater Hall Chamber of Commerce board members have been briefed on the state's controversial school "needs improvement" list and what one educator called "the stigma" associated with it.

Gainesville schools superintendent Steven Ballowe said the whole thing has "a tough stigma" attached to it "for the economic development of the state."

Hall County superintendent Dennis Fordham told the group he thinks there will be some changes in the No Child Left Behind Act, which mandates the rankings, adding, there have got to be some changes.
