ALBANY - The South Georgia Waves won't take the field until the team pays a $26,000 utility bill and sign a lease.

The city commission unanimously passed a no-pay, no-play resolution Wednesday also requiring the South Atlantic League ball club to sign a lease before the start of the 2003 season.

Waves general manager Gerry McKearney said the team and city attorneys are discussing the lease and the outstanding balance from last season. City attorney Al Grieshaber acknowledged the Waves never received utility bills from the city for the season.

Last week, commissioners criticized the Waves' owners for not paying the remaining half of the $57,000 lease from 2002 until last month.

``I'm confident that both parties are going to have something resolved shortly,'' McKearney said. ``We are just preparing ourselves as if we are getting ready to play.''

The Waves arrived in Albany in March 2002, but poor attendance led owner David Heller to move the team to Evansville, Ind. The team is expected to move in 2004.
