Rest Haven back in business

REST HAVEN - The Rest Haven City Council has returned to business after efforts to dissolve the town were denied in court. <br> <br> Last year, the town, near the Hall-Gwinnett county line, tried to dissolve its own charter because it provides almost no services. But, the council was taken to court and ordered to stop trying to dissolve the town.<br> <br> The judge who resurrected Rest Haven also ruled last week that it has no zoning regulations - meanng anyone can do just about anything they want with their property. Now the City Council is striking back by raising fees for building permits to hire inspectors, and to base business licenses on gross income instead of number of employees.<br> <br> ``If we&#39;re going to stay a city, we might as well upgrade and try to stay up with the rest of the county,&#39;&#39; said councilman James Montgomery. <br> <br> The new fees are in line with those in Gwinnett County and nearby Buford. <br> <br> But, Mayor Kenneth Waycaster says ``We&#39;re going to do just like we&#39;ve been doing - nothing.&#39;&#39; <br> <br> Talks about trying to dissolve Rest Haven again didn&#39;t surface during the 20-minute City Council meeting. Council members are waiting on a lawyer to decide what action to take. <br> <br> Rest Haven is getting smaller every day - at a recent City Council meeting, some land was deannexed. <br> <br> The town, which has about 160 residents, was created in 1938 mostly to keep out nightclubs and alcohol.
