ATLANTA - Among the early opponents to Governor Perdue's plan to increase the taxes on cigarettes is the president of the Georgia Association of Convenience Stores -- Jim Tudor.
He warns that small operators may see customers buying cigarettes from the black market or in neighboring states with lower prices if the increase goes through.
Tudor says cigarette sales account for as much as 40 percent of sales in some stores and that a large tax increase could drive some owners out of business.
