Savannah River better, but still polluted

AUGUSTA - Despite decades of regulation, the Savannah River absorbs 66 million gallons of municipal wastewater and 40 million gallons of treated industrial sewage each day. <br> <br> Environmentalist Frank Carl says the Clean Water Act of 1972 has helped, but much work still needs to be done to clean up the river, especially along the Augusta stretch. <br> <br> In the past, the Savannah River was polluted by unregulated chemicals and untreated sewage. Monday, the threats are from stormwater. Though less menacing, Carl says it is still a problem that needs to be kept in check. <br> <br> State regulators say sewage-treatment plants are making progress in cleaning up the river. <br> <br> And, they say the Clean Water Act has served to punish polluters and keep the river clean. Regulators say a lot has changed since the early 1970s.
