Siemontray Shavon Byrum, 15, and Octavious Stready, 18, have been charged with murder and armed robbery.
They are accused of killing John Michael Shore, 26, Allison Lynn Smith, 19, both of Stockbridge; and 56-year-old security guard Danny Ray Tucker of Fayetteville.
Authorities said the shooting occurred outside Christian City, a nonprofit complex that includes a retirement home and a youth home.
Police say Byrum and Stready killed Shore and Smith during a robbery. Tucker was most likely killed after he heard a gunshot and went to investigate, said Union City Police Chief Mike Isome.
About 1,000 people live in Christian City, according to its Web site. It operates a home for children, a convalescent center, Sparks Inn Retirement Center and other retirement homes and apartments. Its first facility, a children's home, opened in 1965.
