Barr gave Washington a 1-0 lead by heading in a free kick by Anne Makinen in the 11th minute. She then made a perfect cross to Bai Jie, who outleaped goalie Briana Scurry to head the ball in during the 19th minute.
Barr hadn't scored in the first 2,642 minutes of her WUSA career.
The Beat scored in the 49th minute when Washington midfielder Steffi Jones accidentally redirected a free kick by Atlanta's Nikki Serlenga's into her own goal.
The Beat came close to tying in the final minute of stoppage time when a ball bounced around in traffic in front of the goal before rolling just wide.
Washington (6-5-3) moved into third place with 21 points with its fourth win in five games. The Freedom are two points in front of Atlanta (6-6-1).
