PROVIDENCE, R.I. - An NCAA committee ruled Tuesday that eligibility will not be reinstated to athletes who have participated on a professional team after their first opportunity to enroll in a Division I school.

The Division I Management Council, which ended a two-day quarterly meeting Tuesday, also ruled that athletes who compete on professional teams and receive no more than expenses before the first opportunity to enroll could have eligibility reinstated.

But the athlete would be suspended one game for each professional game played, not to exceed one season.

The reinstatement conditions become effective Aug. 1, 2003.

The policies, which primarily affect international basketball, are stricter than those currently in effect.
Other recommendations the council made to the Division I Board of Directors were:

- The waiting period for Division I teams to be eligible to become an automatic qualifier for NCAA championships should be shortened from 15 years.

- There should be two separate 16-member Men's and Women's Basketball Issues Committees.

- The men's basketball recruiting calendar should end on Oct. 5 rather than Oct. 14. The later date conflicted with the start of practice.
