Dominican man extradited to Georgia for drug charges

KINGSTON, JAMAICA - Dominican man wanted in Georgia on charges of cocaine trafficking was extradited to the United States, police said. <br> <br> Francis Moulan, 32, was extradited on Friday as the result of collaboration between U.S. Marshalls and Jamaican authorities. He was arrested March 4 in a Kingston neighborhood. <br> <br> Moulan was found with a St. Kitts passport identifying him as Cyril Smith, police said. <br> <br> He is wanted on two counts of conspiracy to distribute and possession with intent to distribute cocaine; one count of conspiracy to import cocaine and cocaine-based substances; and one count of conspiracy to launder drug revenues, police said. <br> <br> He has been wanted since March 1999, when police seized a 2,772-pound shipment of cocaine on the island of Tortola in the British Virgin Islands, police said. <br> <br> Police say he may have links the ``Island Boys&#39;&#39; drug cartel, which operates between Colombia, St. Maarten, the British Virgin Islands and the United States.
