ATLANTA - Former New York City Mayor Rudolph Guiliani spoke to a crowd of about 40,000 at Philips Arena Friday when he delivered the keynote address to the International Builders Show at the World Congress Center.

Guiliani called the September 11 terrorist attacks ``an attack on the world, an attack on our way of life'' and praised President Bush and his administration for their reaction.

The former mayor said the world may be a safer place now than before because people are more aware of potential international threats.

Guiliani also said Americans should not let the terrorists frighten them from living life as normal, because ``Life is never without risk.''

Guiliani said the nation should continue to learn more about anthrax and other biological threats and continue to strive technologically to be prepared for any future attacks.
