Burgess named new PSC chairman

ATLANTA - Public Service Commissioner David Burgess has taken over as chairman of the five-man board, which regulates Georgia utilities. <br>
<br>
The chairmanship rotates among the members of the commission for one-year terms. Each year it goes to the commissioner who has served the longest but has not yet been chairman. <br>
<br>
Gov. Roy Barnes appointed Burgess to the commission in 1999 to fill a vacant seat, and he was elected to a full six-year term in 2000. <br>
<br>
Burgess, the board's first black commissioner, graduated from Georgia Tech and worked as a utility regulator for the PSC for 17 years. He was director of its telecommunications unit when Barnes appointed him. <br>
<br>
Burgess replaces Lauren ``Bubba'' McDonald Jr. as chairman. The change was effective Tuesday.
