Man arrested for making terroristic threats in Hall County

A Louisiana man is being held without bond at the Hall County Jail following his arrest by Gwinnett County Police for warrants obtained by the Hall County Sheriff’s investigators in a 2018 threats case.

James David Fagan, 66, of Baton Rouge, is charged with three felony counts of terroristic threats and one count of disorderly conduct for an incident that took place at a gas station convenience store at Atlanta Hwy and Friendship Road in South Hall County on July 1, 2018.

According to a statement released by the Hall County Sheriff’s Office, Fagan allegedly walked out of the convenience store, approached a vehicle near the gas pumps and yelled, threatening to kill the people in the car and rape one of them. Inside the vehicle were a man, woman and teenage girl who had no ties to Fagan. He then left in a vehicle following the incident around 6:00 p.m.

In efforts to identify Fagan at the time, the Hall County Sheriff’s Office posted surveillance photos of the man on social media. Fagan was then identified as the suspect and warrants were obtained for his arrest on Sept. 24, 2018.

On Sunday, Sept. 15, 2019, an off-duty Hall County spotted Fagan at a gas station in Gwinnett County. The deputy, who was familiar with the case and warrants, dialed 911. Gwinnett County police responded and conducted a felony stop on Fagan’s vehicle on the northbound side of I-85 near mile marker 119. Fagan was arrested without incident.

Hall County Sheriff’s Office warrant unit deputies took Fagan into custody Sept. 16 at the Gwinnett County Jail and transported him to the Hall County Jail.

“This is a great example of how public safety is a team effort. It takes each one of us to make our communities safer,” Hall County Sheriff Gerald Couch said.

The case remains under investigation.
