Banks will not return to Tennessee

KNOXVILLE, Tenn. (AP) Receiver James Banks will not play again for Tennessee, and there wasn&#39;t much chance he would have returned.<br> <br> Banks was dismissed from the team in December and then recently contacted coach Phillip Fulmer to ask for another chance.<br> <br> But Fulmer and athletic director Mike Hamilton had no intention to reinstate Banks and did not need to discuss it, Hamilton said Tuesday.<br> <br> ``We wish him luck. We wish him success. Sorry it didn&#39;t work out here, but he&#39;s obviously not going to be returning to Tennessee,&#39;&#39; Hamilton said.<br> <br> Fulmer told Banks when they first talked it was unlikley he would be allowed to return.<br> <br> ``He wanted to talk to Mike or the president. I told him I didn&#39;t think it would do any good, but he was welcome to that,&#39;&#39; Fulmer said Tuesday.<br> <br> Banks, recruited out of Ben Davis High School in Indianapolis as a quarterback, led the Volunteers in receiving in 2003.<br> <br> He was suspended several times last year for a variety of incidents, including being cited last summer for underage drinking and violating the city noise ordinance. Both charges eventually were dropped.<br> <br> Banks then hurt his knee and had knee surgery. He told reporters later he was smoking marijuana and deliberately submitted a diluted drug test sample before being dismissed from the team.<br> <br> Banks enrolled this spring at Franklin College, an NCAA Division III school just south of Indianapolis, to improve his grades. He hopes to play football again at another school this fall.<br> <br> He couldn&#39;t be reached for comment but he said in a story in Tuesday&#39;s Knoxville News Sentinel, ``I have no hard feelings. ``I understand Tennessee&#39;s decision. I understand rules and standards. You can&#39;t bring me back without there being a guarantee.&#39;&#39;<br> <br> Banks was among the 11 Tennessee football players who have been arrested or cited by police since February 2004.
