The Georgia State Patrol said Wednesday the person driving a vehicle that struck and critically injured a Gainesville woman Tuesday afternoon will not be charged.
Cpl. Spencer Munger said Pamesha Stroud, 23, was standing in the middle of Queen City Parkway and was not in a designated crosswalk when she was hit by the vehicle around 5 p.m.
"Vehicle #1 (Kia Optima) was stopped at the stop sign on Banks Street at its intersection with GA 60 (Queen City Parkway). Driver #1 proceeded onto GA 60. As vehicle #1 conducted the left turn onto GA 60, there was a pedestrian who was improperly in the roadway," Munger wrote in an email statement.
Munger said Stroud was standing in the central turning lane of Queen City Parkway in an area where there is no designated crosswalk.
"Two witnesses at the scene did say that vehicle #1 entered the lanes properly," Munger wrote.
The driver was identified as Linda Holmes, 74, of Lilburn. Munger said she was not injured and will not be charged.

At last report, Stroud remained hospitalized in ICU in critical condition.
