WASHINGTON (AP) -- The Homeland Security Department's internal watchdog says it could not substantiate 16 complaints by advocacy groups who accused the government of abusing unaccompanied child immigrants apprehended along the Mexican border.

The department's inspector general's office launched its investigation after the American Civil Liberties Union and four other organizations in June alleged widespread abuses by federal immigration authorities in border-area detention facilities.

Inspector General John Roth says in a memo to DHS Secretary Jeh (jay) Johnson that federal prosecutors reviewed his agency's findings and declined to prosecute because of a lack of criminal activity. The memo was made public Tuesday.

Roth says 100 more complaints are still being investigated by officials at Immigration and Customs Enforcement, Customs and Border Protection and the department's Office for Civil Rights and Civil Liberties.
