Federal Elections Commission disclosures show that Republican candidates reported spending $13.2 million through the end of April, while outside groups raised the total to at least $17.5 million through Tuesday. Fewer than 600,000 of Georgia's 5 million or so active registered voters cast Republican ballots Tuesday.
