Jarrell identified the man as Montavious Xavier Flentall, 28, of Pageland Drive.
"We are calling this a homicide," Jarrell said just after 11:30 a.m. Wednesday.
Toccoa Police Department and the Georgia Bureau of Investigation are investigating Flentall's death.
"There is no need for public alarm," Jarrell said. "We believe this is an isolated incident."
Officials are not releasing the cause of death yet.
"A telephone number has been established to receive information from the public," Jarrell said. "Please contact Toccoa Police Department at (706) 282-3237."
Jarrell said the investigation is ongoing and periodic updates wil be given.
