There were numerous traffic accidents early Friday, but mudslides have not materialized in Southern California suburbs below fire-scarred hillsides.
About 1,000 homes in the cities of Glendora and Azusa were ordered evacuated Thursday in advance of the storm.
Rain is also reported up through the central coast counties, in the San Francisco Bay region and in the Central Valley. Winter storm warnings are in effect in the Sierra Nevada for heavy snowfall.
The storm is expected to last into Saturday.
A 10-mile stretch of the Pacific Coast Highway was closed overnight in Ventura County because of a high likelihood of rock slides in an area made bare by last year's Springs Fire in Camarillo, the California Highway Patrol said.
