Sutton named Habersham County manager

CLARKESVILLE - Though the appointment won't be official for two weeks, Phil Sutton of Flowery Branch has been named Habersham County manager.

The decision came following a more than 90-minute closed session during a called Habersham County Commission meeting Thursday afternoon.

Sutton, 60, currently is president of Sutton Consulting LLC, a company providing consulting services to local governments in the area of Local Option Sales Tax negotiation strategy and process. His firm's consulting services have been recognized by the Georgia Municipal Association and Association of County Commissioners of Georgia.

Thursday's 5-0 vote came on the motion of Habersham County Commission Chairman Chad Henderson, contingent upon the required 14-day period during which Sutton is considered the sole finalist.

"I'm delighted to have the unanimous support of the board," Sutton said following the meeting. "I think that's exciting for me and my family."

Prior to operating his consulting firm, Sutton served as assistant county administrator in Hall County for 10 years, ending in January 2011.

Sutton also formerly served as assistant city/county manager for Unified Government of Athens-Clarke County from February 1996 until he took the Hall County position in November 2000.

His background also includes work as director of the Gainesville-Hall County Human Resources Department for more than five years, and as personnel manager for Wm. Wrigley Jr. Company from 1979-1990.

Sutton has taught general management and human resources for the Carl Vinson Institute at the University of Georgia since 1996.

In addition to government work, Sutton has been active in the community.

From 2001-2011, he was on the board of directors for the Lake Lanier Rowing Club. He served as president of that organization from 2003-2004; and as treasurer from 2006-2007.

Henderson's motion was the hire be on a permanent basis. Each of the county commissioners has been spending about one day per week in the office since the resignation of County Manager Janeann Allison.

Sutton will be paid $93,700 per year.
