Assistant Attorney General David McLaughlin said in his opening statement Monday that Balfour repeatedly filed false information in claiming per diem pay and mileage reimbursements.
Balfour's attorney Ken Hodges countered by saying his client is a dedicated public servant who made mistakes and didn't intentionally file false reports.
Balfour has been charged with 16 counts of making a false certificate, one count of theft by taking and one count of false statement and writing.
The trial in Fulton County Superior Court is expected to last two to three days.
