ATLANTA (AP) -- The Atlanta Journal-Constitution is reporting an investigation by the Secretary of State's Office has determined Fulton County violated numerous state election rules and mishandled ballots during the 2012 general election.

The newspaper reported Friday ( http://bit.ly/19n3wdJ ) it had obtained a copy of the state's preliminary investigation report which says poor planning and bad decisions led to long lines at the polls and 9,600 provisional ballots not properly documented or secured.

The report says the county failed to hire enough workers to handle voter registrations and missed key deadlines.

Attorney David Walbert is representing the Fulton County Board of Elections and Registration. He says the state's allegations are exaggerated and that the county has made staffing and other changes.

The state Election Board is scheduled to meet Tuesday on the report.
