The cause of the fire following an initial investigation was reported as suspicious.
Winder Police Officer Chris Cooper said that the 911 caller asked to remain anonymous when she reported the incident to a building that housed several smaller businesses.
"It appeared, according to the Fire Marshall, that some bamboo stacked on a table in the basement area had been set on fire," Cooper said.
Cooper said the fire did not cause substantial damage and was extinguished easily.
Cooper added that following a lenghty investigation probable cause was established and an arrest warrant was issued for Brandy May Rowley, 30, whose family operated 'Skip's Hawaiian Shaved Ice', one of the businesses located in the building.
Rowley surrendered early Monday morning after she was notified of the arrest warrant being issued. Rowley is charged with arson.
Cooper said that until the case goes to trial no other information could be released at this time.
