Sgt. Mark Mitchell with the Hall County Sheriff's Office said investigators started working on the case November 6 when school officials contacted them about the emails.
Mitchell said an investigator contacted Chester Lamar Bagwell and told him to stop sending the emails to the school board.
"After being told this, Mr. Bagwell immediately contacted the offices again," said Mitchell.
With the help of Dekalb County authorities, Hall County officials arrested Bagwell. He has been charged with one count of stalking and remains in the Hall County Jail on a $3,000 bond, according to Mitchell.
Hall County School System spokesman Gordon Higgins would not say what the content of the emails was, only that the messages were threatening in nature. He said Bagwell worked at one time as a substitute teacher for the school system.
