Royston man charged in wreck that killed Toccoa man

TOCCOA - A Royston man faces numerous charges after a wreck that killed a Toccoa man in Oglethorpe County early Sunday.

The Georgia State Patrol reported Tuesday afternoon that 22-year-old Brandon Ray Brooks is charged with first-degree homicide by vehicle, driving under the influence (blood results pending), hit and run/leaving the scene of an accident, failure to maintain lane, too fast for conditions, and safety restraint violations.

Brooks' passenger, 20-year-old Dylan Cane Parker of Toccoa, died when the 2012 Chevrolet Cruze driven by Brooks left the road while negotiating a curve as it traveled east on Georgia Highway 10 around 2:45 a.m.

The car struck a tree with its right front, rotating onto its roof facing south.

Neither Brooks nor Parker was wearing a seatbelt.

Funeral services for Parker, who was a student at the University of Georgia, will be held at 11 a.m. Wednesday at First Baptist Church of Toccoa. Whitlock Mortuary of Toccoa is handling the arrangements.
