CHARLESTON, WEST VIRGINIA - The winner of the Powerball jackpot that's believed to be the biggest prize ever won on a single ticket has come forward. <br>

West Virginia lottery officials say he's a 55-year-old owner of a construction company. <br>
<br>
He won a $315 million jackpot -- but is choosing the lump-sum of $170 million up front. <br>
<br>
Lottery officials say he's told them he plans to give some of the money to his church.
