Oakwood City Council approves new housing development, film/music permit ordinance

Oakwood City Council members approved a film and music permit ordinance and took action on 2 new home developments at their meeting Monday night.

During a public hearing, three people spoke in favor of a Brand Banking Company request to rezone 20 acres on Martin Road and 3.6 acres on Pauline Drive, including a member of the Martin Road Stakeholders Committee.

A representative from both Brand Banking Company and Century Homes presented information and answered questions from the council. The two parcels are 66.67 total acres at 4207 Martin Road and 8.68 acres at 4018 Pauline Drive. Sections of both are being rezoned from highway business to multiple family residential district.  

City Manager Stan Brown said the property was in the Martin Road/Falcon Parkway area. "That's a piece of property that's been on the market for 10, 15 years and there's a developer, Century Homes, that's looking to build some quality homes there," Brown said, adding that the rezoning was to make the zoning in certain areas consistent with the rest of the property.

The Century Homes representative said prices would range from $200,000 to $300,000 and the target demographic would be 55+.  The development, however, would not create an age-restricted community. He also said the neighborhood would have a home owners association and a 20 percent rental rate. Council member Sheri Milwood asked the company representative if the HOA would be able to bring the rental percentage down.  The representative said company officials would prefer to keep it at 20 percent.

Gina Pilcher, a Martin Road Stakeholder Committee member, voiced her support of the project. No one opposed, and the rezoning was approved.

In an interview with AccessWDUN after the meeting, Pilcher said the development is in line with the goals of the Martin Road community to keep the area residential.

"So in our mind, that piece of commercial property that was already zoned commercial to be rezoned back to residential is icing on the cake for us, as far as keeping Martin Road residential," Pilcher said. "It was all single family homes and when we realized that's what they were proposing, we were on board with that. It just reiterated what we've been fighting for for the last year and a half."

In other development action, the organization behind the proposed Rosewood Subdivision announced it had chosen an active adult community site plan for the project. The plan was approved after a lengthy discussion between council members Milwood and Pat Jones and a representative from Rosewood Active Adult Communities.  The discussion also centered on the amount of rentals allowed in the neighborhood.

Milwood and Jones wanted zero or 10 percent rentals.  While the representative said company officials could explore the idea of 10 percent, the city attorney encouraged council to let the applicant handle percentages. Council agreed, and the plan was approved.

In other business, council members unanimously approved a film and music project permit ordinance. It was also revised to update the fee schedule.
