Forsyth County Commission adopts $348 million budget

Forsyth County Commissioners have adopted a $348 million balanced budget for fiscal year 2018.
 
"Yes, every one of those 21 funds on that exhibit there are balanced," Forsyth County Chief Financial Officer Dave Gruen said before the unanimous commission vote last week.
 
The $348,064,505 spending plan includes the 21 funds, three of which of are funded in part by property taxes, according to Gruen.
 
The three are part of the $127.9 million general fund, the bulk of the $23.1 million fire fund and the roughly $19.8 million debt service fund.
 
Gruen noted that the water and sewer fund, about $90.7 million, is generated entirely by user fees.
 
Prior to the vote, Gruen lauded the county's double AAA bond rating, a factor that affects the debt service funding for repaying interest on park bonds and road bonds.  The county has the rating with both Moody's and S&P.
 
"The double AAA rating, from what I still understand, is only enjoyed by three counties in the state, which puts us in a company of less than two percent of the counties," Gruen said.
 
The county adopted its millage rates in July.  While 8.036 is one of the lowest millage rates among metro Atlanta counties, it's 3.85 percent higher than the rollback, or revenue neutral millage rate. The move reflected a tax increase for some property owners, depending on assessed value.
